Trump Appoints Konstantin Sokolov to Lead $201 Million Fund
President Donald Trump appointed Konstantin Sokolov to lead the Trans-Caspian Enterprise Fund despite concerns over his Russian ties and Armenian business holdings.
Donald Trump appointed Russian-born businessman Konstantin Sokolov to lead the Trans-Caspian Enterprise Fund, a $201 million U.S. investment vehicle focused on Central Asia and the South Caucasus.
Sokolov maintains significant business interests in Armenia, including stakes in the mobile provider Viva Armenia and the Teghout copper and molybdenum mine. The Teghout mine was acquired from VTB, a sanctioned Russian state-owned bank, through a permit granted by the United States Department of the Treasury.
Ethics experts have raised concerns that these holdings create a conflict of interest, as Sokolov will oversee government funds that could potentially benefit his own companies. Further scrutiny stems from a 2015 brochure linking Sokolov to the Russian government, though his representatives deny both these ties and his Russian citizenship.
A representative for IJS Investments, Sokolov's firm, stated that the fund is prohibited from investing in Sokolov's personal businesses. The United States Department of State is responsible for ensuring the fund adheres to conflict of interest and reporting requirements.
