Alberta and Ontario Propose Northern Shield Energy Corridor Pipeline

Alberta Premier Danielle Smith and Ontario Premier Doug Ford proposed a 3,300-km oil pipeline to move crude from Hardisty to Sarnia without crossing the U.S. border.

Alberta Premier Danielle Smith and Ontario Premier Doug Ford unveiled the Northern Shield Energy Corridor on July 6, 2026, during a breakfast event at the Calgary Stampede. The proposed 3,300-kilometer pipeline would transport between 500,000 and 800,000 barrels of crude oil per day from Hardisty, Alberta, to refineries in Sarnia, Ontario. By bypassing the U.S. border, the project aims to reduce Canada's reliance on foreign infrastructure and address legal disputes over Enbridge's Line 5 in Michigan.

The proposal coincides with a separate initiative announced on July 2 by Smith and Prime Minister Mark Carney to develop a taxpayer-subsidized West Coast pipeline from Bruderheim, Alberta, to the Pacific coast for Asian markets. While Saskatchewan Premier Scott Moe supports the Northern Shield project, Manitoba Premier Wab Kinew has expressed hesitation over the timing of Indigenous consultations, though his government is discussing a potential extension to the Port of Churchill.

Ontario is currently conducting an $11 million feasibility study and cost estimation due by the end of 2026. Ford indicated that the province would not hesitate to provide financial backing, though some economists suggest the project could cost double the $43 billion estimated for the West Coast line. The plan faces criticism from Greenpeace Canada and industry analysts who question the financial viability and the available crude supply to fill the capacity. Federal Energy Minister Tim Hodgson stated that the West Coast project remains Ottawa's current priority.
