OpenAI Launches GPT-5.6 and ChatGPT Work After Government Review

On July 9, 2026, OpenAI launched its GPT-5.6 model series and the autonomous workplace agent ChatGPT Work. The GPT-5.6 family includes three tiers: Sol, a flagship model for deep reasoning and cybersecurity; Terra, a mid-range enterprise version; and Luna, a low-cost, high-speed option. Alongside these models, the company introduced GPT-Live voice models and a new desktop application integrating Codex workflows and a website-building feature called Sites.

The public rollout followed a restricted preview period starting June 26, during which access was limited to vetted partners. This delay stemmed from a June 2 executive order signed by President Donald Trump, which established a voluntary framework for developers to share frontier models with the government 30 days before release to mitigate national security risks, particularly regarding exploitable code weaknesses. The U.S. Department of Commerce's Center for AI Standards and Innovation conducted technical testing and red-teaming to evaluate these risks.

Following the launch, the White House denied that it had provided a formal green light or approval, asserting that release decisions rest entirely with private companies. However, CEO Sam Altman stated that OpenAI made many changes to the models after collaborative discussions with administration officials. This regulatory tension mirrors a similar situation with competitor Anthropic, which recently restored access to its Fable 5 and Mythos 5 models after government-imposed export controls and security reviews were lifted.
