Sam Altman Predicts Superintelligence by 2028 at India Summit
OpenAI CEO Sam Altman predicts early superintelligence within two years and calls for an international regulatory body to prevent the concentration of AI power.
During a series of appearances in New Delhi on February 20 and 21, 2026, Sam Altman predicted that early versions of true superintelligence could emerge within a couple of years. Speaking at the India AI Impact Summit, Altman suggested that by the end of 2028, more of the world's intellectual capacity might reside inside data centers than outside of them, driven by AI systems acting as force multipliers for engineers.
Altman warned that concentrating this technology within a single company or country could lead to ruin. To mitigate this risk, he proposed the creation of an international coordination body similar to the International Atomic Energy Agency. Earlier, during an Express Adda interaction, Altman described India as a rapidly emerging AI powerhouse and the fastest-growing market for OpenAI's Codex tool, though he cautioned that the nation's IT sector faces significant job displacement.
Other industry leaders at the summit offered conflicting timelines. Google DeepMind CEO Demis Hassabis predicted the arrival of artificial general intelligence within five years, while Meta CEO Mark Zuckerberg stated that superintelligence is now in sight. Conversely, Meta chief AI scientist Yann LeCun dismissed the possibility of super-intelligent systems within two years, citing fundamental gaps in how AI understands the physical world.
