U.S. and Ukraine Launch Reconstruction Investment Fund

Ukraine and the United States established the operational framework for a joint reconstruction fund to develop mineral resources and secure pilot investment projects.

The Board of Directors of the American-Ukrainian Reconstruction Investment Fund held its first meeting on September 3, 2025, to establish the fund's operational framework. The board approved operational rules, formed committees, and authorized the selection of an investment advisor and administrator, as well as the opening of bank accounts.

Yuliia Svyrydenko, Prime Minister of Ukraine, previously appointed Economy Minister Oleksiy Sobolev, Deputy Minister Yehor Perelyhin, and Foreign Ministry State Secretary Oleksandr Karasevych to represent the country on the six-member council. The U.S. delegation consisted of Treasury Secretary Scott Bessent and U.S. International Development Finance Corporation officials Connor Coleman and Robert Stebbins.

The fund follows an agreement signed in Washington in April 2025 to develop Ukrainian mineral resources, a deal promoted by U.S. President Donald Trump. Svyrydenko stated that the next phase involves identifying pilot investment projects, which will be discussed during a visit to Kyiv by DFC officials later in September. She characterized American investments as a security guarantee for both the Ukrainian state and U.S. businesses operating in the country.
