Andy Burnham Considers Overhauling English Property Tax System

Prime Minister Andy Burnham is exploring wholesale property tax reforms to fund increased defense spending and a social care system overhaul.

Prime Minister Andy Burnham is considering a comprehensive reform of the English property tax system to generate revenue for higher defense spending and a social care overhaul. Proposed changes include the abolition of stamp duty and the replacement of council tax with a single annual tax based on land or property valuations. Burnham specifically intends to use these measures to end land banking by property developers.

While the Prime Minister ruled out implementing these changes in the October 28 budget, sweeping reforms may be introduced in 2027. The timing depends on the publication of a report on social care authored by Louise Casey. Potential models under consideration include a 1.28% land value tax, a 0.48% proportional property tax, or the removal of principal private residence relief for capital gains tax.

Such reforms would likely shift the tax burden toward higher-value properties in London, the south-east, and affluent areas like Trafford. However, the administration faces the risk of alienating older voters who hold the majority of housing equity in the United Kingdom.
