Russia Accused of Sabotage and Hybrid Attacks Across Europe

The Federal Government of Russia is accused of orchestrating a wave of hybrid warfare operations across Europe and NATO's eastern frontier to destabilize the region and test alliance cohesion. Recent provocations include a November 16 bombing of a railway line between Warsaw and Lublin, Poland, which is vital for transporting aid to Ukraine. Polish Prime Minister Donald Tusk described the railway attack as an "unprecedented act" and attributed it to Ukrainians collaborating with Russia.

On November 17, a Russian drone struck the Turkish-flagged liquid natural gas carrier MT Orinda in Ukraine's Odesa region, an action that triggered evacuations in nearby Romanian villages. Former UK security minister Tom Tugendhat characterized this strike as tantamount to attacking NATO and labeled Russia a "state sponsor of terrorism."

These events are part of a broader pattern of aggression. Russian fighter jets violated Estonian airspace, and naval provocations targeted Danish vessels. In the United Kingdom, Russian-linked arson attacks hit Ukrainian businesses, while Lithuania closed border crossings into Belarus in October due to disruptions caused by smugglers' balloons. A report from the Centre for Strategic and International Studies notes at least 70 Russian-attributed sabotage acts across Europe since 2022, primarily targeting transportation and government infrastructure. While the Kremlin has dismissed some allegations as unfounded, NATO allies have responded by scrambling fighter jets and increasing security measures.
