Xi Jinping Proposes Global Governance Initiative via SCO

Chinese President Xi Jinping proposed the Global Governance Initiative to establish a more equitable global system through the Shanghai Cooperation Organisation.

President of China Xi Jinping proposed the Global Governance Initiative (GGI) during the Shanghai Cooperation Organization (SCO) Plus Meeting to establish a more just and equitable system of global governance. The initiative is built upon five core principles: sovereign equality, international rule of law, multilateralism, a people-centered approach, and concrete action.

The SCO is implementing these principles through institutionalized cooperation and security efforts. Over the past 25 years, the organization has conducted more than 40 joint counter-terrorism operations and thwarted over 1,400 incidents related to terrorism and extremism.

To drive shared development, China and the SCO launched seven cooperation platforms targeting the digital economy, artificial intelligence, and green industry. Economic integration has expanded through the Silk Road e-commerce service hub and the China-Kyrgyzstan-Uzbekistan railway. These efforts contributed to total goods imports and exports among the ten member states reaching approximately 8.88 trillion U.S. dollars in 2025.
