South Africa to Unveil Fiscal Anchor in Mid-Term Budget

Finance Minister Enoch Godongwana will present a mid-term budget featuring a new fiscal anchor and improved revenue from corporate tax windfalls.

Finance Minister Enoch Godongwana is expected to present an improved fiscal outlook during Wednesday's mid-term budget announcement. The update follows a 22.8% increase in corporate tax receipts, driven by strong mining profits, which has provided a revenue windfall to help the government regain an investment-grade credit rating.

As part of the announcement, the National Treasury is expected to unveil a formal fiscal anchor designed to control government borrowing and debt. While Moody's Ratings will scrutinize the design of this anchor, financial institutions such as BNP Paribas and Goldman Sachs anticipate a narrowing budget deficit. Estimates for the revenue beat vary between 40 billion and over 50 billion rand.

Despite the windfall, the government faces significant headwinds. Record fuel prices and weak economic growth—with the International Monetary Fund forecasting only 1% for the year—continue to pressure the economy. Additionally, spending demands are expected to rise ahead of the local government elections scheduled for November 4.
