Director of National Intelligence Tulsi Gabbard released declassified intelligence on June 12, 2026, revealing that the United States government previously funded more than 120 biological laboratories across over 30 countries. The disclosure specifically highlighted over 40 facilities in Ukraine, including the Institute of Experimental and Clinical Veterinary Medicine in Kharkiv and sites in Odesa and Kherson. Many of these labs reportedly conducted high-risk gain-of-function research on dangerous pathogens, such as anthrax, Ebola, and the plague, often with minimal oversight.

Gabbard accused former health official Dr. Anthony Fauci and members of the Biden administration's national security team of lying to the public and intentionally withholding evidence of these labs. She characterized the previous administration's dismissals of such concerns as treating the truth as foreign disinformation. The release follows Executive Order 14292, issued by President Donald Trump in May 2025, which terminated federal funding for global gain-of-function research.

In response to the findings, the Office of the Director of National Intelligence (ODNI) directed intelligence agencies to increase monitoring of these facilities to identify their exact locations and pathogen holdings, citing security risks from potential Russian seizure in Ukraine. While the documents detail infrastructure and biosafety deficiencies, they do not provide evidence of offensive biological weapons development. Gabbard is scheduled to step down from her role by late June 2026 to care for her husband, with U.S. Attorney Jay Clayton named as her successor.
