Trump Launches $25 Million Fraud Whistleblower Incentive Program

President Donald Trump announced a $25 million program paying citizens for tips leading to government fraud convictions, while personally claiming final authority over reward decisions.

President Donald Trump and Vice President JD Vance announced the Fraud Whistleblower Incentive Program (WHIP) on October 20 during an Oval Office event. The $25 million initiative, administered by the United States Department of Justice, encourages citizens and journalists to report suspected federal fraud via fraud.gov. While White House materials cap rewards at $30,000 for tips leading to convictions or enforcement actions, Trump claimed there is no limit to compensation, describing it as a 1% commission on recovered funds.

Trump declared he will serve as the binding arbitrator for reward decisions to determine who is deserving of payment. During the rollout, he presented a $10,000 check to conservative YouTuber Nick Shirley for reporting alleged childcare fraud in Minnesota. Some of Shirley's claims were later refuted by the Minnesota Department of Children, Youth, and Families, which noted some featured centers had been closed for years.

The announcement was marked by tension and contradictions. Trump appeared to fall asleep at the Resolute Desk during a press conference, leaving Vance to speak on his behalf. Trump also lashed out at reporters, specifically attacking Andrew Feinberg of The Independent. Following the event, the White House Rapid Response team used an ableist slur to describe Feinberg, and Vance called him an imbecile on social media.

The Democratic Party condemned the program, with Deputy Communications Director Kendall Witmer characterizing it as an attempt to distract the public from alleged corruption within the White House. The program complements a broader antifraud task force led by Vance that has investigated food benefits, medical supply programs, and the Affordable Care Act.
