The Donald Trump administration has launched a comprehensive, multi-agency initiative to secure the 2026 midterm elections against foreign interference and internal fraud. The strategy combines military cyber capabilities, federal monitoring of polling sites, and infrastructure blueprints to safeguard the voting process.
On September 29, the Department of Defense and the National Security Agency unveiled a cybersecurity plan to identify and disrupt foreign meddling in voting systems. Secretary of Defense Pete Hegseth directed U.S. Cyber Command to coordinate with the Department of Homeland Security to counter these external threats, describing the protection of the democratic process as a no-fail mission.
Simultaneously, the Department of Justice is deploying 1,000 federal monitors to polling places to record voting machine serial numbers and security seals. The agency has also ordered election officials in Washington, D.C., and 29 states to preserve voter registration records from 2024. While President Trump has advocated for voter ID and proof of citizenship to ensure honesty in elections, critics including Democracy Forward have characterized these measures as voter suppression.
To address physical and digital vulnerabilities, the Cybersecurity and Infrastructure Security Agency released the 2026 Election Infrastructure Security Plan. This blueprint recommends the use of paper ballots and manual post-election audits to ensure transparency. The plan also offers risk assessments to state officials to identify exploitable pathways in election infrastructure.
