Donald Trump Exerts Increasing Authority Over Republican-Led Congress

President Donald Trump is directing legislative priorities and influencing congressional schedules, signaling a shift in power from the legislative branch to the White House.

President Donald Trump is exerting increasing authority over a compliant Republican-led Congress, signaling a symbolic transfer of power from the legislative branch to the executive. During a July 4 signing ceremony, House Speaker Mike Johnson gifted Trump the gavel used to pass a major tax and spending bill, an act that underscored the president's influence over the legislative process.

Since January, Republicans have largely adhered to Trump's priorities. This includes the rapid confirmation of outsider Cabinet nominees and the rescission of $9 billion in previously approved funding for public broadcasting and overseas aid. Trump has also brokered deals on cryptocurrency legislation and influenced legislative schedules, including a decision by Congress to delay sanctions on Russia to allow President Vladimir Putin 50 days to negotiate a peace deal.

While most Republicans have complied, some have resisted. Senator Lisa Murkowski refused to support the administration's request to rescind public broadcasting funds, arguing that lawmakers should be legislating rather than executing White House directions. Other dissenters have faced political pressure; Senator Thom Tillis announced he will not seek reelection in 2026 after Trump threatened to campaign against him. Former Speaker Nancy Pelosi criticized the current Republican leadership for abandoning the constitutional separation of power.
