NSA Director Joshua M. Rudd Launches Major Agency Restructuring

Director Joshua M. Rudd is leading the most extensive internal restructuring of the National Security Agency in over a decade. The overhaul establishes five new organizations at the agency's Fort Meade headquarters dedicated to artificial intelligence, China, cybersecurity, combat support, and global intelligence. Each division will be led by a newly created mission director role, signaling a strategic shift to treat AI and China as distinct priorities rather than components of broader operations.

The restructuring aims to create these departments by mid-October 2026, with full operational capacity expected by mid-January 2027. This shift aligns with President Donald Trump's objective to prevent China from dominating the AI revolution. Since taking office in March 2026, Rudd has focused heavily on AI integration, including the rollout of a desktop tool called Ask Mary and the use of Anthropic's Mythos model.

The reorganization follows a joint advisory from the NSA, FBI, and Cybersecurity and Infrastructure Security Agency accusing six Chinese AI firms, including Alibaba and DeepSeek, of conducting industrial-scale distillation of U.S. AI models. The Government of China rejected these claims as groundless, accusing the U.S. of attempting to maintain an AI monopoly. While Rudd views the aggressive changes as necessary for national security, internal sources report the plan lacks coherence and express concern over the potential hiring of outside leadership.
