UK Defence Crisis Deepens Amid NATO Spending Pressure

Defence Secretary Dan Jarvis faces internal leadership resignations and US pressure over a delayed investment plan while NATO demands members raise spending to 5% of GDP.

The United Kingdom is facing a defense leadership crisis as Dan Jarvis, the new Defence Secretary, struggles to finalize a delayed Defence Investment Plan (DIP) amid high-level resignations and international pressure. Former Defence Secretary John Healey and Armed Forces Minister Al Carns both resigned, alleging that the government's proposed funding of roughly £13.5 billion to £15 billion falls critically short of the £28 billion requested by military chiefs.

Internal warnings have intensified, with Chief of the Defence Staff Sir Richard Knighton stating that the UK must reduce frontline operational activities and military exercises unless day-to-day resource funding increases. National Armaments Director Rupert Pearce further cautioned that diverting funds from other government departments to cover the gap would create a "zero sum game" that could stifle economic growth and weaken national deterrence.

This internal turmoil coincides with escalating demands from NATO. Secretary General Mark Rutte has challenged member states to present concrete plans to reach a combined spending target of 5% of GDP by 2035. At a meeting in Brussels on June 18, U.S. Defence Secretary Pete Hegseth warned that the U.S. might reduce its NATO dues contributions if allies continue to "free-ride." Jarvis attended the meeting without the finalized DIP, though he reaffirmed support for Ukraine by announcing the provision of 150,000 drones and 350 missiles funded by seized Russian assets. The UK government aims to publish the DIP before the NATO summit in Ankara, Turkey, on July 7.
