U.S. Treasury Secretary Scott Bessent initiated a Treasury twist this week, buying back long-term U.S. debt and selling short-dated securities. Bessent implemented the program to lower bond yields, which he characterized as being out of equilibrium. While yields on long bonds dropped briefly on Wednesday, they climbed back up, with the 10-year benchmark closing the week at 4.73%.

Bessent attributed the rise in yields to investor misinformation regarding the deficit and suggested that AI-driven corporate borrowing is creating short-term competition for capital. To address underlying fiscal issues, he announced plans to work with White House budget chief Russ Vought to examine revenue and cost reductions, including reducing state transfers and cracking down on fraud.

The move highlights a policy split with Federal Reserve Chairman Kevin Warsh. While Bessent sought to actively manage yields, Warsh suggested that market prices will continue to respond in the direction and magnitude they see fit, rather than viewing the current yields as out of equilibrium.
