Andy Burnham Proposes Local Oversight for Water Companies

Prime Minister Andy Burnham is considering a plan to grant mayors and local political leaders oversight powers over water companies in England and Wales. The proposal would establish nine new regional bodies responsible for planning, setting objectives, and holding water company executives accountable for billing, spending, and sewage discharges.

This initiative follows recommendations from the Independent Water Commission and aligns with a 10-year strategy to shift economic power from Westminster to local leaders. Burnham has characterized the current state of the industry as "a leaking monument to that approach - a country run in the private rather than public interest," arguing that "a series of wrong turns since the 1980s had seen economic power in the UK privatised."

The proposal arrives amid record public dissatisfaction, with the Consumer Council for Water reporting an 84% annual increase in household complaints. While some members of Parliament have debated a national referendum on returning the industry to public ownership, there is a broad consensus in Westminster that the privatized model is broken. Officials in the Department for Environment, Food and Rural Affairs reportedly support the regional body approach, though no final decision or timeline has been established.
