Ukraine Strikes Russian Oil Hubs as Russia Hits Kyiv

Ukraine launched a massive drone and missile campaign against Russian oil refineries while Russia retaliated with strikes on Kyiv's military-industrial sites.

Ukraine has escalated a long-range offensive targeting Russian energy infrastructure, striking all 10 of Russia's largest oil refineries since spring 2026. Recent operations by the Armed Forces of Ukraine and Special Operations Forces hit the Gazprom Neftekhim Salavat complex in Bashkortostan and the Afipsky refinery in Krasnodar. These strikes, including the destruction of the Omsk refinery in Siberia, have reduced Russian refining capacity to its lowest level in 21 years, causing domestic fuel shortages, pump price spikes, and a ban on gasoline and diesel exports.

In retaliation, the Russian government launched a barrage of 135 drones and 10 ballistic missiles against Kyiv and other regions on July 14, 2026. The Ministry of Defense of the Russian Federation claimed these strikes targeted military-industrial facilities, specifically the Kiev-79 warhead assembly plant and the Radioizmeritel electronics supplier. The attacks damaged 16 sites in Kyiv, including a school and two warehouses, and injured ten people in Kharkiv and Chernihiv.

Amidst the escalation, Volodymyr Zelenskyy attended a 'Coalition of the Willing' summit in Paris to secure more Patriot and SAMP/T air defense systems. He announced a 10-nation coalition to develop a shared European ballistic missile shield within 12 months. Meanwhile, U.S. President Donald Trump stated the United States would license Ukraine to manufacture its own Patriot systems. Russia has dismissed Ukrainian diplomatic overtures, with the Kremlin stating it would respond by attempting to capture more territory.
