The administration of Donald Trump is driving skilled technology professionals from India and China to return to their home countries through a restrictive H-1B visa crackdown. The administration has implemented more onerous application processes and proposed a $4,000 surcharge for visa extensions and renewals starting in September. While a federal judge struck down a proposed $100,000 application fee for new visas in June, the restrictive environment persists.

This policy shift coincides with widespread layoffs at major firms including Amazon, Microsoft, Alphabet, Meta, and Apple, which have eliminated over 100,000 positions since 2022. The combination of government restrictions and AI-driven restructuring has led to a decline in H-1B petition approvals. Data from the United States Citizenship and Immigration Services projects a 10 percent drop in approvals for top employers in fiscal year 2026.

Many visa holders are migrating to semiconductor equipment manufacturers or private software firms to avoid volatility, while others are relocating to Canada, Australia, and Europe. Immigration attorneys describe this trend as an effective brain drain. The exodus is further fueled by reported increases in social hostility and racist attacks against Asian immigrants. In 2025, 15,100 Indian professionals returned home, and 536,000 Chinese students returned to China.
