EU Appoints Raffaele Fitto as Special Representative for Cyprus

European Commission President Ursula von der Leyen appointed Executive Vice-President Raffaele Fitto as the European Union's Special Representative for Cyprus on July 13, 2026. The decision followed a consultation with United Nations Secretary-General António Guterres and aimed to fill a vacancy left in March by Johannes Hahn. Fitto is tasked with supporting UN-led reunification efforts and coordinating with the UN Secretary-General’s Personal Envoy, María Ángela Holguín Cuéllar, to resume negotiations and implement confidence-building measures.

Cyprus President Nikos Christodoulides welcomed the move as evidence of an upgraded EU commitment to the reunification process. Von der Leyen stated there is renewed momentum for a settlement and that this opportunity should be seized.

The appointment drew a sharp rebuke from the Turkish Republic of Northern Cyprus. The Ministry of Foreign Affairs of the Turkish Republic of Northern Cyprus described the move as a provocative step, asserting the appointment was made without Turkish Cypriot consent and disregarded their people. The ministry stated it considers the appointment null and void, refusing to recognize Fitto as a counterpart unless the EU recognizes the sovereign equality of both sides and lifts restrictions on Turkish Cypriots.
