Japanese Prime Minister Sanae Takaichi stated the missiles likely fell outside Japan's exclusive economic zone. South Korean and U.S. intelligence authorities tracked the projectiles and shared data to determine if the launch involved a submarine-launched ballistic missile.

The escalation follows warnings from International Atomic Energy Agency Director General Rafael Grossi regarding a rapid increase in nuclear manufacturing activities and the possible discovery of a new uranium enrichment facility. The tests occurred as South Korean President Lee Jae Myung prepared for diplomatic visits to India and Vietnam, and shortly before a planned mid-May summit between U.S. President Donald Trump and Chinese President Xi Jinping. While the Government of North Korea maintains the tests are a sovereign right to self-defense, the regional coalition condemned the launches as violations of United Nations Security Council resolutions.
