Donald Trump implemented a governance strategy using aggressive demands and threats to secure concessions from domestic institutions and foreign governments. The president froze billions in federal funding for universities over alleged failures to combat antisemitism, leading Columbia University to reach a $221 million settlement and Brown University to agree to a $50 million deal to restore their funds.
Domestically, the administration secured nearly $1 billion in pro bono legal services from nine law firms, including Paul, Weiss, Rifkind, Wharton & Garrison, by threatening to suspend security clearances. Internationally, Trump imposed a 50% tariff on Brazil after President Luiz Inácio Lula da Silva refused to stop the prosecution of former president Jair Bolsonaro.
In the technology sector, the administration required Nvidia to pay 15% of its high-end AI chip revenue from China to the US Treasury as a condition for maintaining sales permissions. While some federal courts have ruled the tariffs and attacks on law firms illegal, the administration continues to appeal those decisions.
