Russia Launches Hybrid Sabotage Campaign Across Europe
The Federal Government of Russia is conducting a shadow war of sabotage, drone harassment, and hybrid operations to destabilize European nations and NATO members.
European officials and Ukraine have accused the Federal Government of Russia of escalating a shadow war across Europe through a series of hybrid operations designed to destabilize the region. These actions include violating the airspace of Poland, Lithuania, and Estonia, and downing drones over Finland and the Baltic states. In October, Ukraine reported that Russian drones sank four cargo ships near Bulgarian waters.
Russian operations have extended to ground sabotage, including planting incendiary devices in the Munich offices of defense firms Rohde & Schwarz and Helsing. EU intelligence agencies have further warned of plots to assassinate European defense executives. In the Baltic region, Russia and Belarus are accused of damaging border infrastructure and pushing illegal migrants into Latvia. Other reported activities include the sabotage of railway lines, drone harassment at airports, and the torching of shopping centers.
Russia's Ministry of Foreign Affairs has declared European defense industries supplying Ukraine as legitimate targets. In response, Ukrainian President Volodymyr Zelenskyy has urged the European Council for 70 billion euros in additional aid to counter these threats, noting that the United States withdrew military and financial support in January 2025. The campaign aims to maintain a level of belligerence that keeps Europe off-balance while remaining below the threshold that would trigger direct military retaliation from NATO.
