To mitigate potential chaos following a regime collapse, international actors are developing stabilization frameworks. Polish Foreign Minister Radosław Sikorski has offered to share Poland's post-1989 transition experience and has engaged with both Rubio and Cuban opposition leader José Daniel Ferrer.
Simultaneously, the Association for the Study of the Cuban Economy proposed a Day Zero plan. This framework focuses on private-sector investment and legal certainty to prevent a fire-sale of assets during a transition. Despite these efforts, analysts suggest Cuba still lacks a cohesive transition architecture to integrate these resources before a power crisis occurs.
