US Military Imposes Curfew in Okinawa After Marine Arrest

The US military restricted troops in Okinawa and imposed a month-long curfew after a Marine was arrested for the suspected robbery and killing of a Japanese woman.

The III Marine Expeditionary Force imposed a 48-hour operational pause and strict liberty restrictions on all active-duty service members in Okinawa starting October 7. The measures follow the arrest of 20-year-old Lance Cpl. Devin Jacob Ballard for the suspected strangulation and robbery of 39-year-old Anna Yagi at a hotel in Naha. Ballard, stationed at Marine Corps Air Station Futenma, has denied the allegations.

Lt. Gen. Benjamin Watson ordered a total ban on alcohol and prohibited troops from leaving bases except for essential activities during the initial 48-hour window. This period included mandatory training on discipline and community responsibility, leading to a visible reduction in aircraft operations at Kadena Air Base and Futenma. Following this pause, the military implemented a 30-day Period of Reflection, which includes a midnight-to-5 a.m. curfew. Military leaders intend to review liberty policies to recommend long-term changes to the Okinawa Area Coordinating Committee.

The incident sparked street protests and a formal complaint from Okinawa Governor Genta Koja, who questioned the training and management of young Marines. The crime occurs amid rising tensions over the presence of 30,000 American personnel and an increase in military-related crimes, which rose from 40 cases in 2020 to 101 last year. The unrest may complicate Prime Minister Sanae Takaichi's efforts to strengthen the Japanese military presence on the island to deter China.
