Zelensky Reshuffles Government Amid Corruption Allegations and Protests

President Volodymyr Zelensky announced a significant government reshuffle on August 3, appointing Rustem Umerov as the head of the Foreign Intelligence Service. Umerov, previously the Defense Minister and Secretary of the National Security and Defense Council, will lead trilateral peace negotiations with Russia and the United States while coordinating drone exports through the Drone Deal initiative. This appointment follows allegations that Umerov was involved in a corruption ring, with leaked tapes suggesting he funneled state contracts to a company secretly run by businessman Timur Mindich.

As part of the broader reorganization, Zelensky appointed former Interior Minister Ihor Klymenko as the new Secretary of the National Security and Defense Council. He also dismissed acting intelligence chief Major General Oleh Luhovyi and Defense Minister Mykhailo Fedorov. Zelensky intends to nominate Yevchen Khmara, the acting head of the SBU security service, as the new defense minister, pending parliamentary confirmation.

The dismissals have triggered street protests in Kyiv, specifically targeting the removal of Fedorov, who had publicly criticized former armed forces commander-in-chief Aleksandr Syrsky. The administration remains under pressure from internal anti-corruption agencies and Western donors regarding high-level graft within the government.
