Trump's OBBBA Cuts SNAP Spending and Increases State Costs

The One Big Beautiful Bill Act (OBBBA), signed by President Donald Trump, is projected to reduce federal spending on the Supplemental Nutrition Assistance Programme (SNAP) by one-fifth over the next decade. The legislation introduces expanded work requirements for homeless individuals and veterans while shifting a larger portion of operating costs to state governments. Under the new law, the federal government will no longer fully cover benefit costs if states exceed specific error rates in eligibility determinations.

These changes have already led to a 12% decrease in SNAP enrollment, affecting approximately 5 million people. In Arizona, enrollment has fallen by half following workforce cuts and the implementation of the act. While some states are upgrading their systems, others struggle with the transition. The National Governors Association and various state officials have requested that cost-sharing measures be delayed until 2030 to prevent administrative errors, but the federal government has denied these requests.

Agriculture Secretary Brooke Rollins has defended the measures, suggesting the administrative difficulties are proof that state accountability is severely lacking. Conversely, Oklahoma State Senator Paul Rosino argued that the rush to comply with the act leads to more mistakes. In Arizona, welfare agency director Michael Wisehart indicated that the state has already absorbed the initial shock of the policy shift.
