Anthropic and OpenAI Provide AI Tools to Government for $1
Anthropic and OpenAI have agreed to provide their frontier AI models to U.S. government agencies for a nominal fee of $1 per year.
AI developers Anthropic and OpenAI have entered agreements to provide the U.S. government with access to their leading frontier models for a nominal fee of $1 per agency for one year. Anthropic announced on August 12, 2025, that it would offer Claude for Enterprise and Claude for Government to all three branches of government—executive, legislative, and judiciary. This expands upon a similar deal previously made by OpenAI, which limited its $1 offer for ChatGPT Enterprise to the federal executive branch.
Anthropic's offering includes a version certified for FedRAMP High security standards to support sensitive but unclassified workloads. The agreements were brokered through the General Services Administration (GSA) and its OneGov vendor program. Both companies, along with Google, were recently added to the GSA's list of approved AI vendors. Additionally, the GSA launched USAi, a secure platform allowing federal employees to experiment with models from various providers, including Meta and Amazon, at no cost.
These initiatives align with President Donald Trump's AI action plan to maintain global technological leadership. The competition for federal influence is intensifying, as the Department of Defense's Chief Digital and Artificial Intelligence Office has already awarded contracts of up to $200 million each to Anthropic, OpenAI, Google, and xAI. While the government has no official preference for a specific provider, the administration has signaled it will avoid AI that exhibits partisan bias.
