INEC Flags AI-Generated Photos in Nigeria Voter Register
The Independent National Electoral Commission flagged 268 voter records for AI-generated photos, prompting demands from civil society for an independent forensic investigation.
The Independent National Electoral Commission (INEC) has flagged 268 voter records in its preliminary Register of Voters for suspected artificial intelligence-generated photographs and other irregularities. Using its Automated Biometric Identification System, the commission identified records that may have been manipulated by exploiting registration options intended for persons with disabilities. Lawrence Bayode, INEC's Director of Information and Communication Technology, stated that while entirely AI-generated images will be removed, photos merely enhanced by mobile phone AI tools will remain.
The discovery follows the October 26 online publication of the preliminary register, which led to public outcry over duplicate registrations and the inclusion of deceased persons. While INEC maintains that the preliminary register was intended for public correction and is conducting internal data-cleaning before a December 15, 2026, certification deadline, critics argue these measures are insufficient.
The Socio-Economic Rights and Accountability Project (SERAP) issued a seven-day ultimatum to President Bola Tinubu, demanding that the Nigeria Data Protection Commission conduct a forensic examination of the database. SERAP alleges that registration officers may have misused official credentials to manipulate personal data in violation of the Nigeria Data Protection Act 2023. Political figures, including Rabiu Kwankwaso, have also called for a transparent investigation outside of INEC's internal affairs to ensure the integrity of the 2027 general elections.
