Trump Administration Awards Oracle Federal HR Cloud Contract

The administration of Donald Trump awarded a contract to Oracle to implement a government-wide, cloud-based human resources platform. The United States Office of Personnel Management will use the new system to replace fragmented software across various federal agencies as part of a larger strategy to modernize technology and reduce operational costs.

Office of Personnel Management Director Scott Kupor announced that the selection resulted from a process involving market research, live demonstrations, and hands-on testing. While the administration did not disclose the total value of the contract, officials stated that the final cost will be determined by security requirements and the technical complexity of migrating employee data.

This initiative aligns with previous efforts to shrink the federal workforce, including work conducted by the Department of Government Efficiency under Elon Musk prior to mid-2025. Larry Ellison, the executive chairman of Oracle and a member of the president's science and technology council, leads the company selected for the overhaul.
