Anas Sarwar Resigns Scottish Labour Leadership for Lords Appointment

Anas Sarwar is resigning as leader of Scottish Labour and as a Member of the Scottish Parliament to join Prime Minister Andy Burnham's government. Sarwar will be elevated to the House of Lords to serve as a minister within the Department for Business, Innovation, Science and Trade.

Because Holyrood bans dual mandates, Sarwar must vacate his seat as a regional MSP for Glasgow. This transition allows Monica Lennon to return to the Scottish Parliament via the party list. Deputy leader Jackie Baillie will serve as acting leader while the party holds a leadership contest, with Michael Marra cited as a frontrunner.

The move has sparked significant political backlash. Scottish First Minister John Swinney called the appointment an "incredible level of hypocrisy," noting that Sarwar had previously ruled out joining the Lords and expressed a desire to abolish the body. Scottish National Party deputy leader Keith Brown described the appointment as an "undemocratic trick," while Scottish Labour official Lauren Harper called it a reward for "five years of failure," citing the party's worst-ever Holyrood election defeat in May 2026.

Despite this friction, Swinney reported a constructive introductory call with Andy Burnham on July 21. During the conversation, the Prime Minister committed to devolving more powers to Scotland without bypassing the Scottish Parliament, though the two leaders agreed to disagree on Scottish independence and a second referendum.
