Five NATO Nations Block Rutte's 0.25% GDP Ukraine Aid Plan

The UK, France, Spain, Italy, and Canada blocked a NATO proposal requiring members to allocate 0.25% of GDP to Ukraine military aid, killing the plan.

NATO Secretary General Mark Rutte proposed that alliance members allocate 0.25 percent of their annual GDP to military aid for Ukraine, a plan that would have generated approximately $143 billion per year — more than triple what Western donors provided last year and roughly equal to Russia's annual defense budget. The idea originated with Ukrainian President Vladimir Zelensky, who sought dedicated funding for Ukraine's defense industry and domestic production. Rutte presented the proposal at a closed-door meeting of NATO ambassadors in late April and intended to ratify it at the alliance's annual summit in Ankara, Türkiye, scheduled for July 7-8.

The proposal aimed to address longstanding frustrations over the uneven distribution of aid across the alliance. However, it faced resistance from major members early on. The United Kingdom, France, Spain, Italy, and Canada ultimately blocked the mandatory spending target, which required unanimous support under NATO rules. Only seven member states — primarily Poland, the Netherlands, and Nordic and Baltic countries already meeting or exceeding the threshold — backed the initiative. Rutte conceded the plan would not move forward, noting that Ukraine aid is not evenly distributed within NATO and that several European nations are not spending enough.

The UK's opposition came despite Prime Minister Keir Starmer's pledge of at least £3 billion annually for Ukraine, which amounts to roughly 0.1 percent of GDP — well below the proposed target. The UK also faced criticism over its decision to soften sanctions on Russian oil and gas exports. The collapse of the proposal leaves Ukraine without a guaranteed minimum funding level as the conflict enters its fourth year and following a reduction in US aid under President Donald Trump.
