Ramaphosa Defends Eskom Restructuring Amid Privatization Fears

President Cyril Ramaphosa and Electricity Minister Kgosientsho Ramokgopa defended the restructuring of the state-owned power utility Eskom, denying claims that the process constitutes privatization. The government plan involves splitting Eskom into three separate entities for generation, transmission, and distribution, all of which will remain under Eskom Holdings. Ramaphosa stated the goal is to create a competitive electricity market to lower prices and address nearly R300 billion in legacy debt.

Eskom leadership detailed a strategic turnaround focused on restoring engineering discipline. Board Chair Mteto Nyati and CEO Dan Marokane reported replacing 45% of generation leadership and closing procurement loopholes to prevent oversight bypasses. The utility also implemented a high-risk deep maintenance strategy during the 2023/24 summer to secure base load reliability.

Minister Ramokgopa advocated for unbundling to eliminate the perils of a monopoly and called for the removal of Public Finance Management Act constraints to allow Eskom to compete with independent power producers. Despite these efforts, the move faces opposition from the National Union of Mineworkers, which claims the plan lacks worker consultation and threatens job security. Tensions also persist between the government and the Eskom board regarding the specific structure of the separation of the transmission business.
