European Fuel Prices Hit Records Amid Middle East Conflict

Fuel prices across Europe have reached all-time highs following a war launched by the United States and Israel against Iran in February, compounded by conflicts in Yemen and attacks on Saudi Arabian energy infrastructure. Emmanuel Macron, President of France, has urged G7 leaders to coordinate the release of emergency strategic oil reserves and requested that the European Commission relax fuel quality standards to stabilize markets.

In France, diesel prices hit a record average of 2.41 euros per litre by September 21, while one in nine service stations reported shortages. The French government expressed concern that these costs could trigger social unrest similar to the 2018 yellow vest protests. Italy reported even steeper spikes, with some distributors charging over 3 euros per litre. In the UK, the Royal Automobile Club warned motorists to fill tanks as diesel approached 199.09p and petrol topped 172p.

Supply disruptions were exacerbated by Saudi Aramco halting or deferring crude deliveries to European refiners and Russia extending diesel export restrictions. In response, the European Commission authorized state aid for the agriculture, fisheries, and transport sectors. While Portugal and Romania cut fuel taxes and Bulgaria provided one-off payments to vulnerable citizens, the European Federation for Transport and Environment reported that Europe is paying a diesel premium of 203 million euros per day. The organization argued that governments should avoid tax cuts and instead fund electric vehicle adoption to reduce reliance on oil.
