The Federal Foreign Office of Germany described Ukraine as an important security partner, stating that Germany intends to learn from Ukrainian experiences in managing hybrid threats and modern warfare.

Diplomatic talks occurred amid intense combat. Russian strikes targeted Kyiv, Boryspil, and Zaporizhzhia, while an attack on a shopping center in Kryvyi Rih killed between 15 and 16 people. Wadephul condemned these actions as the indiscriminate murder of civilians, noting that July and August were the deadliest months for civilians in over four years. Simultaneously, Ukraine targeted the Novokuibyshevsk refinery and other facilities in Russia's Samara region, while the Russian Ministry of Defence reported destroying 457 Ukrainian drones.
