The move follows a decision by Governor Josh Shapiro to decline official participation, with the governor accusing President Donald Trump of politicizing the event to the extent that businesses were unwilling to participate. Shapiro further cited high taxpayer costs and a lack of sponsors as reasons for the opt-out.

To ensure representation during the nation's 250th anniversary celebrations, McCormick and Fetterman coordinated with U.S. Secretary of Agriculture Brooke Rollins and private groups, including the Pennsylvania Farm Bureau and the Pennsylvania Chamber of Business and Industry. This alternative arrangement is funded entirely through private partnerships, bypassing taxpayer money to showcase the state's agriculture and business.

Organized by the nonprofit Freedom 250, the 16-day fair opened on June 25 with a presidential rally. The event has faced criticism from Democratic lawmakers for perceived religious and political bias, specifically regarding its focus on Christian values and the exclusion of the bipartisan America 250 commission. Despite the official absence of approximately 10 Democratic-led states, organizers maintain that all 50 states are represented through a mix of official and private participants. The fair remains open through July 10.
