China Schedules Fifth Plenum in October to Address Party Governance

The 20th Central Committee of the Communist Party of China will convene its fifth plenary session in Beijing this October. According to state-run Xinhua, the session will gather more than 300 full and alternate members to study major issues regarding full and rigorous party self-governance. This focus follows a long-term anti-corruption and internal discipline campaign that has seen the removal of numerous senior officials and generals.

Xi Jinping chaired a Political Bureau meeting on July 30 to finalize the plenum's schedule and establish economic strategies for the second half of 2026. The leadership outlined a transition to new growth drivers to ensure a strong start to the 15th Five-Year Plan (2026-2030). To stimulate domestic demand and ensure sustained growth, the party pledged to implement proactive fiscal policies and accommodative monetary policies.

Economic priorities for the remainder of the year include stabilizing the real estate market, reforming state-owned enterprises, and advancing the AI Plus Initiative. The Political Bureau also called for the development of a modern industrial system via six strategic networks, the optimization of the private economy environment, and the expansion of international trade cooperation. Additionally, the leadership emphasized the need to curb involution-style competition and execute debt relief for small and medium-sized financial institutions.
