Judge Rules Trump Administration Illegally Blacklisted Anthropic AI

US District Judge Rita Lin ruled Thursday that the Trump administration acted illegally by blacklisting Anthropic PBC and designating the artificial intelligence start-up as a supply chain risk. The court found that the United States Department of Defense used the designation to unlawfully retaliate against the company for constitutionally protected expressive activities, rather than based on legitimate security concerns.

The dispute originated from a failed $200 million Pentagon contract negotiation. Anthropic had demanded assurances that its technology would not be used for mass surveillance of Americans or autonomous lethal weapons. Following the collapse of these talks, Secretary of Defense Pete Hegseth labeled the firm a supply chain risk, a designation typically reserved for foreign entities. Judge Lin noted a lack of evidence that the company could disable its models during wartime and stated that national security claims cannot serve as a blank check to punish critics.

While the ruling declares the ban unlawful and requires the government to lift it, the court clarified that the government is not mandated to use Anthropic's services and may transition to other providers. Anthropic expressed satisfaction with the decision and continues to pursue a separate legal challenge in the U.S. Court of Appeals for the District of Columbia Circuit.
