Andy Burnham Pledges Welfare Reform and Pension Protections

Prime Minister Andy Burnham announced a strategy to reduce the UK welfare bill by tightening conditions for benefit claimants, particularly those receiving Personal Independence Payment (PIP). Speaking to the BBC, Burnham stated the government must get serious about reducing the bill, citing high housing benefit costs driven by the historical sell-off of social homes. He proposed making support more conditional on claimants accepting work opportunities, though he rejected the use of crude cuts and emphasized the need for mental health support within employment.

These reforms follow reports that PIP claimants in England and Wales have surpassed four million, with costs projected to exceed £41 billion by 2030. A final report from the Timms Review, led by disability minister Sir Stephen Timms, is expected in the autumn to guide these policy shifts. Simultaneously, Burnham pledged substantial change to the social care system to prevent the collapse of the NHS, prompting Conservative leader Kemi Badenoch to demand that such reforms be funded through spending cuts rather than taxes or borrowing.

On pensions, Burnham confirmed he will adhere to the triple lock and ensure that individuals whose sole income is the State Pension do not pay income tax. Additionally, the government announced a review of pension access rules for terminally ill savers to address outdated medical definitions and high tax charges that create financial hardship for those with terminal illnesses.
