Trump Vetoes Bipartisan Colorado Water and Florida Tribal Bills

President Donald Trump issued his first two vetoes of his second term, rejecting bipartisan legislation for a Colorado water pipeline and Florida tribal land rights.

President Donald Trump issued the first two vetoes of his second term on December 30, 2025, rejecting two bipartisan bills that had passed Congress with unanimous or broad support. The first, the Finish the Arkansas Valley Conduit Act (H.R. 131), would have reduced interest payments and extended the repayment period for a 130-mile pipeline designed to bring clean drinking water to 39 rural communities in southeastern Colorado. Trump justified the veto by stating he is "ending the massive cost of taxpayer handouts and restoring fiscal sanity," arguing that federal taxpayers should not underwrite local infrastructure.

The second veto targeted the Miccosukee Reserved Area Amendments Act (H.R. 504), which would have expanded the Miccosukee Tribe's control over the Osceola Camp in the Everglades and provided flood protection. Trump explicitly linked this decision to political disputes, claiming the tribe "actively sought to obstruct reasonable immigration policies" by suing the government over the Alligator Alcatraz detention center. The Miccosukee Tribe denied these claims, stating their legal actions were intended for environmental stewardship.

Lawmakers from both parties condemned the actions. Representative Lauren Boebert and Senators Michael Bennet and John Hickenlooper suggested the Colorado veto was part of a "revenge tour," potentially retaliating against Boebert's push to release Jeffrey Epstein files or Governor Jared Polis's refusal to release convicted official Tina Peters. While the bills passed unanimously or by voice vote, the likelihood of a two-thirds congressional override remains uncertain.
