Judge Dismisses DOJ Lawsuit Seeking Illinois Voter Database

U.S. District Judge Colleen Lawless dismissed a lawsuit filed by the United States Department of Justice seeking full access to the Illinois voter registration database, which contains information on approximately 8.3 million voters. The ruling, issued with prejudice, prevents the administration from refiling the case. The Department of Justice argued that unredacted records—including Social Security and driver's license numbers—were necessary under the Civil Rights Act of 1960 to verify that the state was purging ineligible voters and noncitizens from its rolls.

Judge Lawless ruled that the federal government lacked the statutory authority to compel the Illinois State Board of Elections to provide such sensitive data. She concluded that the request was deficient in both basis and purpose, noting that the DOJ failed to provide factual evidence of misconduct or tie the demand to specific suspected voting violations. The court further determined that the Civil Rights Act does not grant the Attorney General general auditing power over state election officials.

This decision marks the 19th consecutive loss for the Trump administration in a nationwide campaign to seize state voter rolls. Similar defeats have occurred in New Jersey and multiple other jurisdictions. Illinois Attorney General Kwame Raoul characterized the federal demand as an effort to undermine U.S. elections and sow doubt in the electoral process, asserting that states maintain the constitutional authority to regulate their own elections.
