California Voters Consider Proposition 39 Voter ID Measure

California voters are weighing Proposition 39, a measure requiring government-issued identification for in-person and mail-in voting to increase election integrity.

California voters are considering Proposition 39, a ballot measure designed to increase public confidence in election integrity by requiring government-issued identification for all voters. The proposal mandates that voters present an ID when voting in person or provide the last four digits of an ID on mail-in ballots. To prevent voter suppression, the state would be required to provide free identification to those who lack it.

Authored by Republican Assemblymember Carl DeMaio and funded by donors including billionaire Richard Uihlein, the measure also requires election officials to use their "best efforts" to verify citizenship attestations using government data. The proposal mandates regular audits by the State Auditor and allows private citizens to sue the government for non-compliance.

Opponents, citing research from the Brennan Center for Justice and the California State Library, argue the measure is an expensive solution to a non-existent problem with little evidence of widespread fraud. The California Legislative Analyst's Office estimates that revamping the verification system could cost between tens of millions and low hundreds of millions of dollars annually. Supporters maintain the checks are common-sense governance consistent with practices in 36 other U.S. states. The debate follows demands from President Donald Trump, who linked the implementation of voter ID laws in California to the provision of wildfire disaster relief.
