China Imposes Rare Earth Export Curbs Boosting US Producers
China's Ministry of Commerce introduced new export licenses for rare earth minerals, triggering record stock prices for several U.S.-based producers.
The Ministry of Commerce of China introduced new export curbs on rare earth minerals on October 11, 2025. The measures mandate that foreign entities obtain licenses for products containing rare earth content valued at 0.1% or more, as well as for exports involving magnet recycling, refining, or extraction technology.
Because these minerals are critical to the semiconductor, automotive, and aerospace industries, the restrictions caused a surge in the valuation of U.S. producers. Energy Fuels Inc. reached a 52-week high of $20.51, while USA Rare Earth, Inc. hit $32.59, with both companies achieving new all-time highs.
These developments occur as the administration of Donald Trump works to increase domestic production of critical minerals. The U.S. government has provided equity investments to MP Materials and Lithium Americas and is currently engaged in investment discussions with USA Rare Earth, Inc.
