Canada Unveils $36 Billion Productivity Plan in Federal Budget

Finance Minister Francois-Philippe Champagne announced a $36 billion productivity mega-deduction to boost domestic investment and reduce Canada's economic reliance on the United States.

Finance Minister Francois-Philippe Champagne announced that the federal budget to be tabled on November 5 aims to change Canada's growth model by boosting domestic productivity and reducing reliance on the United States. Speaking at the Canadian Club Toronto, Champagne detailed a $36 billion productivity mega-deduction over five years, allowing businesses to immediately write off the full value of eligible capital investments.

Under Prime Minister Mark Carney, the Liberal government is pursuing a capital-focused agenda with the goal of attracting $1 trillion in private investment over five years. The plan includes simplifying the tax code for small- and medium-sized businesses and modernizing the ownership structure of Canada's largest airports. Champagne described the initiative as a signal for Canadians to invest their capital domestically to support workers and innovators.

In response, various business organizations submitted proposals to the House of Commons finance committee. The Canadian Federation of Independent Business requested lowering the small-business tax rate from 9% to 6% and increasing the income threshold to $700,000. Other industry groups, including the Business Council of Canada and Canadian Manufacturers & Exporters, called for tax reforms to increase global competitiveness and a reduction in regulatory red tape.

Conservative Leader Pierre Poilievre criticized the government's fiscal approach, demanding that the administration cut wasteful spending and reduce the deficit until the budget is balanced.
