Trump Authorizes Private Firms to Conduct Offensive Cyber Operations

Donald Trump signed a National Security Presidential Memorandum establishing a program that enables the U.S. government to partner with private-sector firms for offensive cyber operations. The initiative authorizes private companies to perform surveillance and launch cyber attacks against foreign cyber-enabled transnational criminal organizations that target Americans.

The U.S. Department of Homeland Security will manage the program in coordination with the Department of Justice. To ensure compliance, participating companies must maintain a bond or escrow of at least $1 million, which the government will forfeit if the firm breaches its contractual agreements.
