Bill Gates Proposes Robot Tax to Prevent AI Catastrophe

Microsoft co-founder Bill Gates published a nearly 6,000-word essay and gave interviews on August 26, 2026, warning that artificial intelligence is creating the most turbulent era in human history. He argues that AI will cause widespread economic catastrophe and job displacement across both white-collar and blue-collar sectors, including law, medicine, and construction, by the end of the decade. Gates claims tech executives are privately terrified of these risks—including bioterrorism and the erosion of childhood development—but publicly downplay them to protect profits.

To prevent societal collapse, Gates proposes several policy interventions. He advocates for a robot tax and a tax on AI compute tokens to disincentivize the rapid replacement of human workers and fund social safety nets. He also suggests designating certain roles as Human Reserved, ensuring that sensitive fields like mental health and caregiving remain under human control. On a global scale, Gates calls for an international oversight body modeled after the International Atomic Energy Agency to manage cross-border risks and prevent AI-driven biological attacks.

Gates plans to meet with Chinese President Xi Jinping in November 2026 and British Prime Minister Andy Burnham this autumn to discuss these safeguards. While some industry leaders like Dario Amodei support stronger government guardrails, others disagree with Gates's specific methods. Oren Etzioni, CEO of the Allen Institute for Artificial Intelligence, argued that taxing tokens is illogical and could push AI development to adversaries. Meanwhile, Microsoft President Brad Smith offered a more optimistic view, suggesting human ambition will create new jobs to offset those lost to automation.
