The removals stem from a February 2025 executive order in which Trump labeled the agency an "unnecessary governmental entity" and an example of "waste and abuse" as part of a broader initiative to reduce federal bureaucracy. The Presidio Trust manages 1,500 acres of national park land in San Francisco and operates as a financially independent organization. In 2024, its portfolio of residential and commercial real estate generated a record $182 million in revenue.

Nancy Pelosi, who helped establish the trust and secured $200 million in funding for the park in 2023, expressed disappointment over the decision. The sudden leadership vacuum creates operational uncertainty for the agency, specifically regarding a 196-unit housing project at the former Letterman Hospital site. While the trust has historically operated without taxpayer funding, congressional appropriators have recently cut off its access to federal loans.
