Trump Administration Halts Offshore Wind Projects Over Security Concerns

President Donald Trump is obstructing offshore wind development through lease buybacks and construction halts, citing national security risks that federal judges have labeled as potentially pretextual.

The administration of Donald Trump has moved to obstruct the growth of the U.S. offshore wind industry to prioritize fossil fuels. Starting in December 2025, the Bureau of Ocean Energy Management halted construction on five major East Coast projects—Vineyard Wind, Revolution Wind, Coastal Virginia Offshore Wind, Empire Wind, and Sunrise Wind—and began buying back federal leases, including those off California.

Interior Secretary Doug Burgum and Defense Secretary Pete Hegseth justified these actions using a classified report claiming that turbine blades interfere with radar, potentially allowing autonomous drones to go undetected, and that vibrations disrupt undersea sonar. The United States Department of Justice argued in court that these national security concerns are paramount and should not be second-guessed.

Federal courts have challenged these claims. Senior Judge Royce Lamberth of the U.S. District Court for the District of Columbia allowed the five halted projects to resume construction, ruling that the government failed to prove an imminent security risk. Judge Lamberth suggested the security justifications may have been "pretextual" masks for a desire to boost fossil fuels. Critics, including retired Navy Vice Adm. Dennis McGinn and Senator Jack Reed, argue that radar interference is a manageable issue already solved in Europe and Asia.

Beyond offshore sites, 18 states and Washington are suing the federal government over stalled onshore wind projects. This domestic contraction occurs while China leads global capacity, adding 6.6 gigawatts in 2025. Industry advocates warn that canceling large-scale projects could cost nearly $10 billion per 1-gigawatt project in lost investments and jobs.
