President Donald Trump issued emergency orders to prevent the closure of several coal plants across the United States, including the Craig Unit 1 facility in northwest Colorado. The U.S. Department of Energy justified the mandates by claiming the electrical grid faces a crisis and that maintaining these plants is necessary to avoid destabilizing the national electricity supply.

Utility providers Tri-State Generation and Transmission and the Platte River Power Authority, who own Craig Unit 1, challenged the order, arguing that the plant is unnecessary. They and Colorado legislators claim the federal mandate violates constitutional property rights and increases costs for ratepayers.

In response, Colorado legislators introduced House Bill HB26-1226 to mitigate the impact of the federal orders. The bill seeks to increase cost transparency, mandate modern pollution controls for plants operating beyond 2030, and direct the Public Utilities Commission to approve new resources to meet 2030 climate targets.
