Vladimir Putin Restricts Public Reporting of Russian Energy Data

Vladimir Putin signed a decree on Monday restricting the public reporting of Russian refinery production figures, export contracts, and tanker routes. The new rules prohibit the disclosure of refining volumes, vessel coordinates, and contract details—including prices and payment terms—via the internet or mass media, unless a company chooses to disclose its own figures.

The Kremlin attributed the restrictions to "unfriendly actions" by Washington and its allies. The move is designed to prevent Western governments from independently verifying and policing the price cap on Russian energy exports.

This policy shift follows severe disruptions to Russian energy infrastructure. Ukrainian drones hit refineries an average of every three days during the first eight months of 2026. According to the International Energy Agency, national throughput fell to 3.8 million barrels a day by June, a 30% year-over-year decrease and the lowest level in over two decades. These disruptions contributed to fuel shortages in 92% of Russian regions, though Deputy Prime Minister Alexander Novak stated that fuel supply has since improved due to additional refinery deliveries.
